In answer to the questions:

•    Why .nz registrant data should /should not be publicly available

•    Why the display and availability of .nz registrant data should / should not be the same for all parties

•    Why the current approach does / does not raise concerns for some

I think that post and telephone details of individuals who are registrants should not be made publicly available. I'm wary of having a domain name publicly linked to my personal physical address. And I can't see how it's even necessary that it should be public. For companies it reasonable that the data is public - although it doesn't mean much unless registrars start checking the data somehow.
